I think the issue with such quick communication is not to pre-empt change but rather be aware of possible change, and more importantly, to afford individuals and bodies time to offer up their feedback to their relevant ministers or rep’s BEFORE it passes.

It has to go through the house of Reps and the Senate. I personally do not encourage anybody to be taking any advice, or notes as to what is in this draft until it has passed both houses and incorporated all/any changes and gained royal assent.
